On July 18, the CIMC ENRIC Marine Energy Business Center 2026 Mid-Year Leadership and Department Review Meeting was held in Qidong. The meeting was attended by Gao Wenbao, Vice President of CIMC ENRIC, President of the Marine Energy Business Center, and General Manager of SOE; Wang Jianding, Executive Deputy General Manager of SOE; Deputy General Managers Jiang Weifeng, Su Fei, Zhou Lubing, and Shang Jinyan; Assistant General Manager Wei Guangsheng; CFO Shi Chongbing; Shen Yuan, Assistant General Manager of SOE and General Manager of Youqi Environmental Engineering (Shanghai) Co., Ltd.; Senior Advisor Lou Jiwei; Dou Weidong, General Manager of CIMC Blue Water Technology Development (Guangdong) Co., Ltd.; along with mid-level managers from the above companies and selected outstanding young employee representatives from SOE—totaling 120 participants.

The meeting opened with Su Fei, Deputy General Manager of SOE, entrusted by Mr. Gao Wenbao and serving as Secretary-General of the Marine Energy Business Center's Strategic Planning and Management Committee, reporting on the overall performance of the Business Center for the first half of 2026. Using key operational data, he systematically outlined the operating status and stage-by-stage achievements of each business segment, noting that all key performance indicators have essentially met the first-half targets.
Following the agenda, the meeting proceeded with semi-annual departmental reviews for SOE, Youqi, and Blue Water. For SOE, in line with the principle of "business synergy and value-driven service," value-chain departments under the Shipbuilding Business Division reported to Mr. Wang Jianding, General Manager of the Shipbuilding Business Division; those under the Offshore Business Division reported to Mr. Jiang Weifeng, General Manager of the Offshore Business Division; and those under the Wind Power & Modules Division reported to Mr. Wang Jianding, General Manager of the Wind Power & Modules Division. Youqi conducted its internal review led by Ms. Shen Yuan, and Blue Water by Mr. Dou Weidong. Each department's presentation focused on four areas: first-half summary, self-assessment, key initiatives for the second half, and recommendations for the company, with emphasis on KPI achievement and progress on key tasks.

Following the review segment, the meeting moved on to the semi-annual performance reporting for each business unit. Youqi, Blue Water, SOE's Offshore Business Division, SOE's Wind Power & Modules Division, SOE's Shipbuilding Business Division, SOE's Technology Center, and SOE's Management Center each presented, providing a comprehensive overview of the operational performance and key developments across all business segments in the first half of the year.

After the presentations, Mr. Wang Jianding, Executive Deputy General Manager of SOE, delivered a speech. On behalf of the Shipbuilding and Wind Power divisions, he welcomed Youqi and Blue Water to the Marine Energy Business Center and pledged full support in resource coordination and business advancement. He also acknowledged SOE's achievements in the first half while reminding all managers to remain vigilant. He emphasized that the second-half work should focus on three core areas: "stability, training, and safety." He urged everyone to firmly adopt the mindset that "intermediate products are commodities," stay alert to risks, plan ahead, and systematically pursue truly orderly production and effective management.

Finally, Mr. Gao Wenbao, Vice President of CIMC ENRIC, General Manager of the Marine Energy Business Center, and General Manager of SOE, delivered the concluding address, structured around his "three have" framework.
First, "Have Achievements" — despite external pressures, all three companies delivered commendable results: SOE Shipbuilding successfully delivered nine vessels; Offshore operations progressed steadily; the Wind Power segment achieved a breakthrough with its first barge project; Blue Water set new highs in revenue and profit; and Youqi continued to see rising order volumes. Mr. Gao expressed pride in these accomplishments and sincere gratitude to all colleagues for their dedication.
Second, "Have Humility" — there remains a notable gap between current performance in safety management, profitability, and schedule control and the lean production and intelligent manufacturing levels of industry benchmark companies. Significant room for improvement exists.
Third, "Have Hope" — with robust order backlogs and positive market trends across the three companies, the future is bright. However, the second half must be approached with greater humility and caution, avoiding any complacency.
Mr. Gao urged managers at all levels to proactively identify potential risks and pursue continuous improvement, particularly by making full use of lean production tools and methods. The CIMC ONE system provides a wealth of structured materials, modules, and tools for reference, and all departments should fully leverage these resources to drive management upgrades. He also emphasized the importance of team building, urging leaders to uphold a people-oriented approach, address practical employee concerns, and inspire both accountability and initiative on a foundation of team stability. He encouraged everyone to think deeply about the "532" strategic framework — planning for the long term while ensuring solid execution over the next two years, with a focus on tangible results.

Know our shortcomings and forge ahead; look far beyond the mountains and press forward. With this meeting as a new starting point, all members of the Marine Energy Business Center will hold themselves to higher standards, take concrete action to address gaps, and collaborate with open minds. Together, they will push toward the annual targets and write a new chapter of high-quality growth for the Marine Energy Business Center.
